The primary purpose of this position is to as Acquisition Specialist and Deputy Program Manager for the Persistent Infrared Analysis Squadron (GSP), GEOINT Analysis Squadron (GSI), and the MASINT Analysis Squadron (GSM), Advanced Technical Exploitation Program (ATEP) contract.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Responsibilities
  • Leads Center procurement planning efforts by working with Senior Intelligence Analysts and Task Managers to identify the services to be acquired by contract; develop procurement objectives; milestone charts; and related schedules, as required
  • Develops and drafts Center policy for acquisition-related topics and interprets and implements DoD and AF policy for use within the Center.
  • Develops, implements and provides oversight in the areas of contractual, financial, and technical aspects of a project, program, or contract through designated phases of the acquisition cycle.
  • Responsible for the execution and management of several service contracts for NASIC.
  • Works directly with the NASIC production units, support directorates, finance, legal offices and the designated Contracting Officer during both pre- and post-award activities to ensure continued contractor support is maintained.
  • Represents NASIC at meeting and conferences, including working groups. To obtain, present, and exchange information relevant to related contracting efforts and/or overall acquisition-related issues.

  • May be required to travel in military and/or commercial aircraft in the performance of temporary duty.
  • Prolonged periods of sitting, reading and intense data analysis are typical.
  • This work is mostly sedentary performed in an office setting.
  • This position is Program Management Level II.
  • Incumbent must meet appropriate certification requirements IAW the Defense Acquisition Improvement Act (DAWIA) no later than 24 months after accepting this position.
  • Maintain DAWIA currency with continuing acquisition education requirements.
  • Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Incumbent must obtain and maintain a Top Secret security clearance

Qualifications

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Assessing and managing the cost, schedule, and technical performance progress of assigned projects or programs through the required phases of the acquisition cycle, AND; Developing and implementing program controls, AND;Planning, organizing, and coordinating activities related to contracting, engineering, testing, and logistics, AND; Reviewing and directing the progress of applicable contracts in meeting program objectives, AND;Preparing briefings, studies, and other analyses for presentation to management officials and stakeholders. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, acquisition and contract processes and procedures; technical and production concepts to evaluate contractor proposals and activities. 3. Knowledge of mission, roles, functions, organizations structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process. 4. Ability to communicate orally and in writing, clearly, concisely and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 6. Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
